Affordable Luxury Homes for South Dade Families Take Shape
Miami, FL – On September 20, 2025, J.L. Brown Development celebrated a major milestone with a successful groundbreaking ceremony for its newest affordable housing initiative at the Villages of Richmond Heights. The event, held at 11500 Louis Street, drew an enthusiastic crowd of local leaders, residents, and partners, all united in support of expanded housing opportunities for South Miami-Dade families.
The project, backed by the Miami-Dade Economic Advocacy Trust (MDEAT) and the Black Business Investment Fund (BBIF), marked an important step forward in the ongoing effort to strengthen the South Miami-Dade community and address the region’s urgent housing needs.
Special guests included Miami-Dade County Mayor Daniella Levine Cava and Vice Chairman Kionne L. McGhee, District 9, who joined J.L. Brown Development founder James Brown in acknowledging the long-term significance of the initiative. Attendees praised the commitment to both affordability and quality in new home construction.
Following the ceremony, J.L. Brown Development hosted a community reception at the Larcinia Bullard Building. The gathering featured a presentation detailing the project’s vision and benefits, with families and stakeholders expressing optimism for the community’s future.

Project Highlights
J.L. Brown Development, originally founded as Richmond Heights Townhouse Development, first broke ground in 1998 before its rebranding in 2006 under James Brown’s leadership. Over the years, the company built more than 150 homes throughout South Dade, establishing a strong legacy of service and impact.
The new 125-home project, among the firm’s most ambitious undertakings, will introduce townhouses, single-family homes, and condominiums throughout Richmond Heights, Cutler Bay, and central Miami-Dade. Notably, the project includes dedicated housing options for veterans, further reinforcing the company’s commitment to community and service.
Residents will benefit from participation in the First-Time Homebuyer Program, which offers up to $160,000 in grants from multiple sources, helping families achieve homeownership and long-term financial stability.
