
City of Opa-locka’s 2025 State of the City Address Highlights Progress, Resilience, and Community Investment
On Friday, January 31, 2025, City of Opa-locka Mayor John H. Taylor, Jr. delivered a powerful and inspiring State of the City Address at the newly restored Historic Opa-locka City Hall. The evening began with a ceremonial ribbon-cutting, marking the grand reopening of the city’s most iconic landmark after 17 years of restoration efforts. City officials, residents, business owners, and community partners gathered to celebrate the city’s progress and future vision.

Mayor Taylor declared with confidence, “The state of our city is strong and growing brighter every day.” He emphasized the city’s financial stability, infrastructure improvements, economic development initiatives, and ongoing community enhancement projects.
Restoration of Historic Opa-locka City Hall
The event kicked off with the official ribbon-cutting of the Historic City Hall, a project Mayor Taylor described as a symbol of resilience and progress. The meticulous restoration transformed the building into a cultural hub that will serve as a center for history, arts, and community engagement. Special recognition was given to Capital Improvement Project Manager Ms. Adelina Gross, Diamanti Construction, and architectural firm McHarry & Associates for their dedication to this landmark’s revival.
Financial Stability & Economic Growth
Mayor Taylor addressed concerns regarding the city’s financial challenges and set the record straight: Opa-locka is financially sound. The city now operates on an $85 million budget with $24 million in reserves. Under the leadership of Finance Director Niema Gantt and Budget Administrator Robert Anathan, the city has also successfully submitted all outstanding audits to the State of Florida, marking a major step toward financial independence.
To further ease the financial burden on residents, Mayor Taylor announced a 2% decrease in the city’s millage rate, bringing it down to 9.16, with a commitment to continued reductions in the coming years.
Infrastructure & Parks Development
Investments in infrastructure were a key highlight, including:
- $3 million allocated for flood mitigation projects in Glorieta Gardens and 132nd Street, improving conditions for senior residents at Mary Alice Brown Apartments and McArthur Senior Living.
- The ongoing Burlington Street Canal Bank stabilization project to enhance stormwater management.
- 4.5 miles of residential roads resurfaced and 2.7 miles of new sidewalks installed, improving mobility across the city.
- Upgrades to Sherbondy Park, Segal Park, and Ingram Park, including new playgrounds, basketball courts, and pavilion covers.
Mayor Taylor also announced the launch of a canal cleanup program and a “Bright Home of the Month” initiative to recognize residents who contribute to neighborhood beautification.
Business & Economic Development
Opa-locka continues to support its 2,082 registered businesses, with close to $1 million invested in small business grants and façade improvement programs. In partnership with the Community Redevelopment Agency (CRA), the city is also revitalizing its Chamber of Commerce to provide critical resources and networking opportunities for local entrepreneurs.
Public Safety & Community Engagement
Under the leadership of Police Chief Kenneth Ottley and Assistant Chief Dr. Robin Stalks, the Opa-locka Police Department (OLPD) has prioritized public safety, youth mentorship programs, and community policing efforts. The city has also tackled illegal dumping and implemented advanced surveillance technology to enhance security.
Affordable Housing Expansion
With the completion of 98 new units at Mosaic Apartments, the launch of Wellspring Senior Living, and the City Terrace Project in collaboration with Ten North Group, Opa-locka is making strides in providing more affordable housing opportunities for residents.
Looking Ahead: The Arabian Nights Music Festival Returns
Mayor Taylor closed his speech with an exciting announcement: The Arabian Nights Music Festival will return on April 12, 2025. This annual celebration will showcase music, arts, and culture, highlighting Opa-locka’s deep historical roots and vibrant community spirit.

Mayor Taylor’s message was clear: Opa-locka is a city of resilience, strength, and momentum. Despite past challenges, the city continues to make bold strides toward financial stability, infrastructure improvements, economic growth, and enhanced quality of life for its residents.
