Patricia Harper Garrett, a trailblazing educator, civic leader, and devoted family woman, transitioned on November 17, 2024, leaving behind a legacy that will resonate for generations. Born in Jacksonville, Florida, in 1945, Patricia’s destiny was etched long before her birth, rooted in the extraordinary life of her grandmother, Ms. Mallie Hunter. Ms. Hunter, an accomplished educator, administrator, and civic activist, was a pioneer in her own right. Despite restrictions that often barred women from owning property, Ms. Hunter obtained a license directly from Governor Leroy Collins, allowing her to purchase a block of land in Coconut Grove. This pivotal moment not only laid the foundation for her family’s journey but also inspired Patricia’s lifelong commitment to service and excellence.
A Life Rooted in History and Community
Patricia’s early years were shaped by her family’s relocation to Miami, where they initially settled in Coconut Grove. Later, the family moved to Richmond Heights, a community specifically developed for World War II veterans. Her father, Charlie Harper, a proud veteran, recognized the opportunities this community provided. Patricia grew up deeply connected to Richmond Heights, a place she loved so much that, after marrying Willie Charles Garrett, Jr., she and her husband purchased their own home there, continuing the family’s rich legacy in the neighborhood.
Education as a Calling
Patricia’s brilliance and drive were evident from a young age. A student at George Washington Carver Elementary and Senior High School, she excelled academically and socially, earning numerous accolades, scholarships, and leadership roles in civic organizations. A talented singer, Patricia was even offered a recording contract but chose to go on to college and follow in her family legacy of attending Bethune-Cookman University (then Bethune-Cookman College).
At Bethune-Cookman, Patricia thrived as a leader, a scholar, and a vibrant presence on campus. As a debutante, Kappa Queen, and a proud member of Gamma Tau Chapter of Alpha Kappa Alpha Sorority, Incorporated, she exemplified the spirit of service and sisterhood. Her initiation into Alpha Kappa Alpha in 1966, where she served as her line’s president, was a defining moment, setting the stage for a lifetime of leadership in the organization. Graduating at the top of her class in 1967, Patricia followed in her grandmother’s and mother’s footsteps, becoming an educator and touching countless lives over a 35-year career.
Service to Community and Sorority
Patricia’s service to her community and Alpha Kappa Alpha was unparalleled. She immediately transferred to serve at the graduate level upon graduation by joining Gamma Zeta Omega Chapter and later Pi Delta Omega Chapter. Patricia worked tirelessly on committees like Miss Fashionetta, Ivy Rosette, and AKA Connection. A Golden Life Member, she embodied the sorority’s mission, attending Boules, Regional Conferences, and Cluster meetings with dedication. In April 2018, Patricia proudly joined 57 other women, including her eldest daughter Jessica Modkins, in chartering Alpha Alpha Beta Omega Chapter, a new Alpha Kappa Alpha graduate chapter, further strengthening the sorority’s presence in South Florida.
Beyond her sorority, Patricia’s civic involvement was profound. From organizing voter registration drives to supporting critical elections, Patricia was a beacon of political activism, empowering her community and championing change.
Family: The Heart of Her Legacy
Patricia’s family was her greatest source of joy. Her marriage to Willie Charles Garrett, Jr., was a partnership rooted in love and resilience. Together, they raised two daughters, Jessica Garrett Modkins (Roy) and April Garrett, who carry forward their mother’s legacy of excellence and service. Patricia’s love extended to her three cherished grandchildren—Jaden Daniel Gilliam, Dallas Garrett Modkins, and Harper Day Modkins, the latter named in her grandmother’s honor. Patricia took immense pride in their accomplishments and the joy they brought into her life.
Preserving History and Honoring Richmond Heights
Patricia’s dedication to preserving history culminated in her co-authorship of Images of America: Miami’s Richmond Heights alongside her daughter, Jessica. This pivotal work documented the development of a community built exclusively for African-American veterans and their families during segregation. Patricia ensured the legacy of Richmond Heights was celebrated, organizing symposiums, producing a documentary, and having the book read into the Congressional Record during the 108th Congress. Her efforts immortalized the contributions of the Richmond Heights community, leaving an indelible mark on history.
